Category 1: Engineering Consultancy and Design Services below €35k – multiple lots
• Lot 1 – Civil/Structural Design

• Lot 3 – Hydraulic/ Hydrological Engineering including Flood Risk Assessments
• Lot 4 – Road Safety Audits

The Commissioners of Irish Lights (Irish Lights) is seeking Expressions of Interest for appointments to its’ Board to support the ongoing development of the organisation. Appointments will be made over the next 12-18 months depending on the field of expertise.
Applicants should have Board / Senior Management experience and a specific capability in one or more of the following:
- Financial experience and expertise – an Accountant ideally with Audit and Risk Committee interest/ experience.
- An Engineer with recent experience in Environment / Heritage / Sustainability / Planning and Consenting / Health and Safety
- A Construction/Property Development Specialist with experience in Sustainability / Heritage / Architecture.
- A Specialist in the field of Environment / Sustainability /ESG and /or Health and Safety.
- A Legal Specialist, ideally with current planning and /or contractual expertise.

The latest Industry Barometer from the European Federation of Engineering Consultancy Associations (EFCA) shows what the past 6 months have been for the consultancy and engineering industry in Europe. Order books are still looking very good, but the employment index is now falling. Current largest challenges for the consultancy and engineering industry in Europe are the shortage of staff, low fees and salary increases. Yet, the impact from the war in Ukraine, the energy crisis, rising inflation and increasing interest rates are continuing factors contributing to more uncertainty about market.
The EFCA Market Index, showing the overall development of the European markets, has improved markedly from spring 2022 and is at the highest level recorded since the start in 2018. The employment index reached a peak in spring 2022 and has now fallen back to more normal levels and expected to decline slightly in the coming 6 months which correlates with the Autumn Forecast made by the European Commission on labour markets. Employment growth forecast is at 1.7% in the EU this year, before coming to a standstill in 2023 and moderately edging up to 0.4% in 2024.

EFCA recently celebrated its 30th Anniversary at a gala event in Brussels on 16 November 2022 which was attended by ACEI President, Brian Kavanagh and Secretary General, Sarah Ingle. Another special guest on the night was Kevin Rudden, past-president of ACEI 2015 – 2016 and EFCA past-president 2017 – 2020.
Sincere tributes were also paid to recently retired EFCA Secretary General Jan Van der Putten, who was 30 years in the role. Jan was presented with gifts of appreciation from all in EFCA by the EFCA President Benoît Clocheret.
On its 30th Anniversary, EFCA, marks its contribution to the EU transition to a resilient, green and digital built environment EFCA by launching its manifesto, Delivering a resilient, green and digital built environment: Manifesto from European Engineering Consultancies for 2030 and beyond, in line with the European Green Deal it sets out the scenarios for a transition pathway for a resilient, greener and more digital construction ecosystem
EFCA has member associations in 28 countries and is the sole European federation representing the business interests of professional engineering consultancy and related services, a sector that employs around one million staff in Europe.
EFCA has launched its latest policy document coinciding with its 30th Anniversary and is titled, Delivering a resilient, green and digital built environment: Manifesto from European Engineering Consultancies for 2030 and beyond. This manifesto is in line with the European Green Deal and sets out the scenarios for a transition pathway for a resilient, greener, and more digital construction ecosystem.
The manifesto covers the climate emergency, twin green and digital transitions, sustainable development public procurement and standardisation. It also highlights the need for more young people to choose engineering as the profession of choice and it looks ahead to future trends and the growing adoption of new technologies.
